O Instituto Dom Orione : provisão de serviços socioassistenciais a pessoas com deficiência no limiar entre Estado e terceiro setor

Abstract

O presente trabalho trata do papel atualmente exercido pelo Estado e pelo Terceiro Setor na provisão de serviços socioassistenciais, utilizando como exemplo o Instituto Dom Orione, Entidade Beneficente de Assistência Social localizada no Distrito Federal. O referido Instituto foi escolhido como objeto de estudo deste trabalho por apresentar características peculiares em sua estrutura e funcionamento, onde o limiar entre Estado e Terceiro Setor frequentemente não está claro. Para se abordar a questão específica do Instituto, fez-se necessária uma breve contextualização histórica da questão social e da Assistência Social no Brasil, além de uma abordagem ao debate sobre os efeitos do pluralismo de bem-estar nesta política. Também se discutiram conceitos de cidadania, controle social e a distinção entre assistência social stricto sensu e lato sensu a fim de identificar em qual das duas direções a Assistência Social vem sendo impulsionada atualmente. A legislação pertinente também foi tratada, além de diversas questões concernentes à expansão da provisão de serviços socioassistenciais por Entidades Beneficentes de Assistência Social e a forma atual de execução da Política Nacional de Assistência Social. Por fim, deu-se a discussão específica sobre o Instituto e sobre o acesso de seus abrigados aos direitos de cidadania, indagação que orientou este trabalho acadêmico. _________________________________________________________________________________ ABSTRACT

This paper deals with the role currently exercised by the State and the Third Sector (or nonprofit sector) in the provision of social services, using as example the Dom Orione Institute, non-governmental organization located in Distrito Federal. This NGO was chosen as the object of the present study due to peculiar characteristics in its structure and operation, where the line between State and Third Sector is often not clear. To address the specific issue of the Institute, it was necessary to undertake a brief historical background of social issues and Social Welfare in Brazil, as well as an approach to the debate on the effects of welfare pluralism in this policy. Also discussed were the concepts of citizenship, social control and the distinction between stricto sensu and lato sensu Social Welfare policies, in order to identify which of two directions Welfare is being driven to today. The legislation was also addressed, as well as several issues concerning the expansion of social services delivery by charity NGOs and the present form of implementation of the Política Nacional de Assistência Social. Finally, there was a specific discussion about the Institute and how the sheltered people there are able to reach their citizenship rights, question that guided this academic work.
