Resumo: A presente pesquisa tem como foco temático a participação social nos processos de planejamento e de tomada de decisão no âmbito do turismo. O recorte territorial definido para o estudo foi o Município de Mambaí – Estado de Goiás (região Centro Oeste do Brasil), que possui uma população de 8.871 indivíduos. Nessa localidade são encontrados diversos atrativos naturais compreendidos na Área de Proteção Ambiental (APA) “Nascentes do Rio Vermelho”. São cachoeiras, lagos, cânions, e um conjunto singular de cavernas, tratados como pontos de visitação. Devido à presença de tamanha riqueza natural, pode-se evidenciar o destaque da atividade turística por meio de sua representação/participação no PIB local. Apesar da contribuição econômica acarretada pelo setor, se considerado o índice total de desenvolvimento municipal (IFDM), verifica-se um nível de desenvolvimento local apenas “regular”. Dentre os componentes considerados pelo IFDM, o componente “emprego e renda” tem sido, historicamente, aquele de maior oscilação. Esta pesquisa teve como objetivo geral analisar em que medida a sociedade civil organizada de Mambaí tem participado, efetivamente, dos processos decisórios referentes ao desenvolvimento turístico local. Os arranjos metodológicos se deram a partir das seguintes atividades: levantamento bibliográfico e documental; observação in loco; incursões preliminares; e a realização de nove entrevistas semiestruturadas, com dois gestores públicos (SETUR e ICMBio), três representantes de setores de equipamentos turísticos (meios de hospedagem, agenciamento e alimentação), a presidente do Conselho Local de Turismo, um representante da segurança pública, um representante de instituição financeira local, e um líder comunitário. Como evidências preliminares, verificou-se: (a) a inexistência de grupos organizados da sociedade civil no município; (b) o reconhecimento de um espaço aberto de discussão sobre o desenvolvimento turístico, representado pelo Conselho Municipal de Turismo; (c) a reduzida participação social nas tomadas de decisão referentes ao turismo.
Abstract: The present research has as its thematic focus the social participation in the processes of planning and decision making in the scope of tourism. The territorial limit defined for the study was the Municipality of Mambaí - State of Goiás (Central West region of Brazil), which has a population of 8,871 individuals. In this locality are found several natural attractions included in the Environmental Protection Area (EPA) "Nascentes do Rio Vermelho". There are waterfalls, lakes, canyons, and a unique set of caves, treated as points of visitation and practice of adventure tourism activities. Due to the presence of such natural wealth, it is possible to highlight the importance of tourism through its representation / participation in the local GDP. Despite the economic contribution made by the sector, considering the total municipal development index (MDI), there is a level of local development that is only "regular". Among the components considered by IFDM, the "employment and income" component has historically been the one with the greatest negative oscillation. The objective of this research was to analyze the extent to which organized civil society in Mambaí has effectively participated in decision-making processes related to local tourism development. The methodological arrangements were based on the following activities: bibliographical and documentary survey; on-site observation; preliminary incursions; and nine semi-structured interviews, with two public managers (SETUR and ICMBio), three representatives of sectors of tourism equipment (lodging, agency and food), the president of the Local Tourism Council, a representative of public security, a representative of a local financial institution, and a community leader. As preliminary results, it was verified: (a) the absence of organized civil society groups (such as associations, cooperatives, unions, among others) in the municipality; (b) recognition of an open and democratic area of discussion on tourism development, represented by the Municipal Tourism Council; (c) low social participation in tourism decision-making, justified by the lack of knowledge of the community about the possibility of having a voice in the Council.
