A política de patrimônio imaterial do Distrito Federal : o processo de Registro do Clube do Choro de Brasília (2007 – 2008)

Abstract

O presente trabalho é resultado de pesquisa realizada com objetivo de conhecer o funcionamento da política de patrimônio imaterial do Distrito Federal. A investigação foi efetuada em duas frentes: o exame da política local e um estudo de caso. Na primeira frente, buscou-se esboçar uma breve trajetória histórica da política de patrimônio imaterial da capital federal. Além disso, efetuou-se uma comparação da política local com a equivalente em nível federal e enumerou-se os bens imateriais até então registrados no Distrito Federal. Na segunda frente, realizou-se estudo de caso sobre o processo de Registro do Clube do Choro de Brasília. O estudo foi apoiado por pesquisa bibliográfica, entrevistas e a análise do processo de Registro. As conclusões da pesquisa apontam dificuldades na aplicação da legislação. Os principais problemas são a descontinuidade dos trabalhos desenvolvidos, geralmente resultado das mudanças de governo, e a falta de recursos humanos e financeiros. Além disso, constatou-se a ausência de ações posteriores ao Registro, o que acaba por reduzi-lo a mera concessão de um título honorífico. _____________________________________________________________________ ABSTRACT

This work is the result of research conducted in order to understand the operation of the intangible heritage policy of the Federal District. The research was conducted on two fronts: the examination of local politics and a case study. On the first front, he sought to sketch a brief historical background of the intangible heritage of the federal capital policy. In addition, it performed a comparison of local politics with the equivalent at the federal level and listed to the intangible assets previously recorded in the Federal District. On the second front, there was a case study on the registration process of the Clube do Choro de Brasília. The study was supported by bibliographical research, interviews and analysis of the registration process. The research findings point to difficulties in enforcement. The main problems are the discontinuation of the work performed, usually the result of changes of government, and the lack of human and financial resources. In addition, there was the absence of further action to the registry, which ultimately reduce it to mere granting of an honorary title.
