| Resumo: | Este artigo tem como objetivo analisar a política externa do governo Lula para o continente africano e a influência exercida pelo Partido dos Trabalhadores (PT) nesta nova fase das relações do Brasil com o continente. Como forma de estudarmos o caso, faz-se uma análise histórica a respeito das teorias abordadas e da relação dos partidos políticos, no exterior e no Brasil, com a temática da política externa à luz dos seus programas partidários. Em seguida, procura-se avaliar a atuação histórica do PT, sob a luz dos Encontros e Congressos Nacionais realizados pela agremiação desde sua fundação até a vitória nas eleições presidenciais de 2002, no que tange a elaboração e formulação programática da ação externa do Brasil, bem como a influência e relação do movimento negro junto ao Partido dos Trabalhadores. Para finalizar, analisa-se a posição histórica do continente africano no contexto da Política Externa Brasileira até o final do primeiro governo de Luiz Inácio Lula da Silva. Verifica-se que a distância dos partidos políticos da Política Externa é uma característica recorrente em vários países do mundo, dentre eles o Brasil. A despeito da retórica do PT acerca da importância da discussão da ação externa do Brasil e da defesa das minorias, dentre elas o movimento negro, no âmbito da legenda, verifica-se que o Partido, apesar de debater constantemente ambos os temas, não teve, até a assunção a Presidência da República em 2002, uma política externa clara para execução, bem como o tema racial foi constantemente marginalizado junto à pauta principal de atuação da legenda. Desta forma, conclui-se que esta nova fase das relações do Brasil com a África não tem influência do Partido dos Trabalhadores. ______________________________________________________________________________ ABSTRACT
This article aims to analyze the foreign policy of the government of Lula to the African continent and the influence exerted by the Labor Party (Partido dos Trabalhadores - PT) in this new phase of Brazil's relation with the continent. In doing so, we will be doing a historical analysis which addresses the theories used and the relation of the political parties, abroad and in Brazil, having the foreign policy in light of their political party programs. Following that, a historical analysis on the performance of the Labor Party (PT) will be done based on Meetings and National Congress held by its grouping ever since its foundation until its victory in the 2002 presidential election, which involves the preparation and formulation of Brazilian`s foreign policy action, as well as the influence and relation of the black movement together with the Labor Party. Finally, we will analyze the historical position of the African continent in the context of Brazilian Foreign Policy by the end of the first government under Luiz Inácio Lula da Silva. It is discovered that the distance of the political parties Foreign Policy is a recurring feature in various countries worldwide, including Brazil. Despite the rhetoric about the importance of PT’s discussion of Brazil’s external action and the defense of the minorities, among them the black movement, under the caption, it appears that the Party, despite constantly debating both issues, even until the rise as President of the Republic in 2002, did not have any clear foreign policy implementation, as well as the racial issue that was constantly marginalized together with the main subject of discussion. Thus, it is concluded that this new phase of Brazil’s relation with Africa does not have any influence from the Labor Party. |
